The Rockwood Water Board of Directors is comprised of five members who reside within the District and are elected by voters to represent one of five District subdivisions. Directors serve staggered four-year terms. View a subdistrict map here.

Board member Tom Lewis has lived in the District for 29 years. He has been married for 29 years and has two daughters. As a licensed general contractor, he has over 17 years combined work experience in residential weatherization services, mechanical systems, HVAC design, and commercial construction. He has been very active in the community as a volunteer for the following: Daybreak Homeless Program – Human Solutions, Centennial Community Association, Gethsemane Lutheran Church, Habitat for Humanity, Red Cross, and the VFW. Tom also has experience serving on the Rockwood Water PUD Budget Committee. His hobbies include softball, golf and snow skiing.

Board member Don McCarthy has lived in the District for 26 years. He has been married for 41 years with 3 daughters and 5 grandchildren. He was employed by Powell Valley Road Water District (PVRWD) for 32 years. Following his retirement, he worked part-time as a district inspector for PVRWD until they become part of Portland in June 2005.

His goals are important to him and Rockwood Water such as: the City of Portland wholesale water contract; expanding the District’s own water supply; capital improvements; community outreach; working with other water agencies on new water supplies; and a solid well-trained work force.

Board member Steve Okazaki and his wife have lived in the District for 30 years. He is married for 36 years and has one daughter. Both his wife and his daughter are involved in education in the David Douglas School District. Steve is a long time banker of over 30 years with a current position as VP & Business Banker with HomeStreet Bank.

His goal is to supply quality water at affordable prices throughout the District. “I hope my experience as a long time banker and long time resident of the District will contribute to the success of managing your water supply. Please do not hesitate to call me with any of your questions.”

Board member Larry Dixon has lived in the District for over 30 years. He has been married for 32 years, has two grown children, and three grandchildren. He has been self-employed as a small business owner in the local area since 1970. He enjoys fishing and hunting. His goal for the District is to provide the highest quality water at the lowest price to the District’s customers. “Being conservative I try to spend your money wisely.
