Proposed Rate and Fee Increase for Fiscal Year 2026/2027
As part of the annual budget and rate‑setting process, the Board and Budget Committee are considering a 4% rate increase for the Fiscal Year 2026/2027 (July 1, 2026–June 30, 2027). The rate increase will be finalized at the June 17 Board meeting.
In addition, due to the rising cost of credit and debit card processing, Rockwood Water is also considering a surcharge fee for payments made using a card. Customers will be required to pay applicable credit card processing fees at the District’s actual cost, not to exceed 4%
To avoid convenience fees, Rockwood Water customers are encouraged to use payment methods such as check, eCheck, cash, or AutoPay (ACH).

The proposed rate increase and credit card surcharge fee would go into effect on July 1, 2026 if approved.

Rockwood Water PUD’s financial assistance program for qualifying customers is a one-time crisis assistance payment of $150 or a bi-monthly discount of $25 on water bills for one year (six bills).
PAYING YOUR WATER BILL
The District offers several options to our customers, in order to make paying your water bill as convenient for you as possible. All of these options, including automated plans, are FREE OF CHARGE to our customers.
We offer these options:
- You can have your payment transferred automatically from your bank account. To sign up, simply print the Auto Pay Authorization Form / Formulario de Autorización de Pago Automático en Español, fill it out and send it in along with a voided check or deposit slip. It’s that simple! If you would like to cancel Auto Pay, please fill out the Auto Pay Cancellation Form / Formulario de cancelación de pago automático en español and send it in.
- You can pay your water bill online by VISA, MasterCard, American Express, Discover, debit or check through our Municipal Online Payments website. Just click on this link.
- You can mail your payment to: Rockwood Water People’s Utility District, 19601 NE Halsey Street, Portland, Oregon 97230.
- You can pay in person by cash, check, money order, VISA, MasterCard, American Express, Discover, or debit card. For your convenience, a payment drop box is located opposite our front entrance – check or money order payments only, please.
- You can pay by phone with your VISA, MasterCard, American Express, Discover, or check. Call 503-665-4179.
